Introduction
Please complete this form to apply for approval to make changes to any common area.  The form can be completed online and submitted via the webiste, or the pdf version can be downloaded an filled out.  Don't forget to remit any and all documation to support your request/proposal.
Definitions
.. no Owner or Resident may make any structural alterations to the Common Area (included the Limited Common Area), without the express prior written consent of the Management Committee.  (CCRs III, 21, f, pg 11)  The community Conventants, Codes and Restrictions (CCRs) define the common areas as: ...The real property and interest in real property in the Project owned in common by the Unit Owners including but not limited to the following: a) The real property and interes tin real property submitted hereby, including the entirety of the Tract and all improvements consructino thereon, excluding the individual Units; b) All Common Areas and Facilites designated as such int eh Survey Maps or Mpas; c) All Limited Common Areas designated as such in the Survey Map or Maps...; f) All portions of the project not specifically included within the individual units... (CCRS I, 12, pg 11)  Limited common areas include: ...any portico, colonnade, Unit entry, doorsteps, landings, porches, balconies, decks, patios, private yard areas, garages, carpots, assigned parking spaces, storage lockers, or other improvements intended to serve only a single Unit... (CCRs I, 25, pg 13)  Residetns shall not make changes until the decision is ratified byt he Management Committee and notice is given of the approval to the resident.  The management committee has 30 days to review and notify the resident of the decision.  If changes are made without approval, the resident incurs all costs to restore the common area to its pre-existing condition.

2.   Please attach/remit any necessary documentation to support your proposal with supporting documentation.
3.   Submit the completed form and any documentation to a member of the Management Committee.

Satellite Dish Installation Policy

This notice serves as a list of instructions to any satellite dish installer detailing the restrictions on the manner & placement of installation of a satellite dish at the Vintage on the Bluffs.
In accordance with FCC regulation and guidelines, the Home Owners Association Management Committee has adopted the following rules pertaining to Satellite Dish Installation: 
  • The dish must be professionally installed.
  • “Town-Home” Units:  If the unit being serviced is a “town-home” unit, the dish should be installed on a pole in the back yard as signal will permit.  Alternatively the dish maybe installed on the roof only if the dish signal direction requires it.  If it is location on the roof it must be in the least visible location from the road (the roof portion on the back of the unit). 
  • “Stack Condo” units:  All dishes servicing the “stack condo” units must have the dish mounted to the balcony or deck.  The roof may be utilized as a last resort if an acceptable signal cannot be maintained from the balcony/deck area.
  •  All Units are pre-wired, and there is box located near the electric meters where the signal can be directed to the unit in question without drilling any holes in the walls.
  • All penetrations of the roof and or walls must be sealed and water proofed.
  • If it is installed on the roof, the wiring must all be concealed and hidden behind the rain gutters and down spouts.
  • ABSOLUTELY NO ISNTALLATION ON ANY STUCCO SURFACE, OR ANY OTHER VERTICAL EXTERIOR WALL SURFACE WILL BE ALLOWED.



CC&R’s:  Section III Covenants, Conditions, and Restrictions

(12)   Aerials, Antennas, and Satellite Systems. Antennas and satellite dishes shall be prohibited within the Property, except (a) antennas or satellite dishes designed to receive direct broadcast satellite service which are one meter or less in diameter or diagonal measurement; (b) antennas or satellite dishes designed to receive video programming services via multipoint distribution services which are one meter or less in diameter or diagonal measurement; or (c) antennas or satellite dishes designed to receive television broadcast signals ("Permitted Devices") shall be permitted, provided that any such Permitted Device is: (1) located in the attic, crawl space, garage, or other interior spaces of the Unit or another approved structure on the Property, so as not to be visible from outside the unit or other structure; and (2) attached to or mounted in the Limited Common Area immediately adjacent to the Unit, such as a balcony, deck or patio in the rear of the building, and extending no higher than the eaves of that portion of the roof of the Unit directly in front of such antenna. The Management Committee may adopt rules establishing a preferred hierarchy of alternative locations and requiring screening of all Permitted Devices, so long as such rules do not unreasonably increase the cost of installation, maintenance, or use of the Permitted Device in the authorized areas. Parking

Only currently registered, insured, and operative vehicles may be parked on the property

All cars parked in violation of these rules or that are parked in the street are subject to towing without warning.
Should you choose not to follow the community parking restrictions and your vehicle is towed, contact Evans and Sons Towing at 801-975-9422

Do not contact an HOA Board Member.The HOA Board will not discuss the towing of your vehicle with you and will refer you to the towing company or Advantage Management.  The HOA Board is not in control of, and will not refund, any fees you may incur for your parking violations.

Stacked Units: Space Under Stairs

Do not store any items under the stairs of the stacked units. This is a fire and disabilities issue governed by laws, not just our CC&R's.
Effective December 1st, 2009, any items found under the stairs are subject to being confiscated.
Notification of this policy was made using the "Vintage Voice" newsletter, Fall 2009, Issue 15.

Trash Bins

The only item that can be there is the handicap access trash bin.

The trash bins under the stairs are for handicap use only! If you are caught usuing a trash bin for handicap use only you are subject to a fine. 

Please be considerate and take your own garbage to the dumpster if you are not set up for this service!

Replacement Club House Key

If you need a replacement clubhouse key there is a fee of $25. Only 1 key is issued to each unit. 
If you have purchased a unit in the community, it is your responsibility to collect the key from the previous owner; otherwise there will be $25 fee for a new key.
To get a replacement key, please email us through this website or contact any member of the board. If you set up an appointment with the board member in charge of key replacement and do not hold to your appointment, there will be a 2 week waiting period before a new key will be issued.

Club House Rental and Use Agreement

Applications for reservation must be made at least 72 hours in advance of reservation date.

Reservations are not guaranteed until receipt of deposit checks.  Refer to "Club House Rental and Use Agreement" for more information.

Association Dues


Association Dues are $170 a month.
Association Dues are considered late if not received before the 10th of every month.  Late fees are $25 for each late payment.


For increased security and accountability, all payments will be processed by a Lock Box system (CaBanc).  There are multiple ways to make your association assessment payment:

Payment Coupons:  Use the payments coupons that are mailed to you at the end of each year for the next years payments.  (For proper processing, coupons must be submitted with payment and mailed in the provided envelopes.)  If you have multiple units, submit each coupon for each unit. 

**Do not mail any correspondence with your payment coupons.  This is a lockbox processing center only.**

ACH (Automatic Withdrawl):  Free service - set up your monthly payments to be automatically debited (ACH) from your bank account.  Please contact Advantage Management for the appropriate authorization form, 1-801-235-7368 or toll free 866-500-7368.

HOA Board Meetings

HOA Board Meetings

HOA Board meetings are held on the first Thursday of each month at 6:30 p.m. in the clubhouse. 

OPEN HOA MEETINGS are held in April, July, and October; with Annual Meeting in the first month of the year.

If you would like an item added to the agenda, please contact the HOA Secretary by the Sunday prior to the meeting.
